    WHO WE ARE

     The Underground Rainbow is a dedicated community of animal lovers advocating for the well-being of animals in Spokane County and surrounding areas. 

    In 2018, the Spokane County Regional Animal Protection Service (SCRAPS) committed to becoming a No Kill Shelter. Following the departure of the Executive Director who was a fierce proponent of no kill sheltering, concerns have arisen since new management took over in October of 2022.

    We are committed to shining a light on these issues by presenting well-documented facts, ensuring that laws, ordinances, and contractual obligations are upheld. Our focus includes addressing the wrongful euthanasia of animals, unethical practices, and misinformation within the community.

    We will continue to recommend that SCRAPS respond to stray animals in need, as they are contractually obligated to do so. We recognize and appreciate that most staff and volunteers at SCRAPS are devoted to the preservation of life and care deeply for the animals.

    We are now a 501(c)(3) non-profit organization and will raise funds for public records requests, educational programs for new adopters and pet owners, community outreach, and animal rescue efforts. Together, we can ensure a better future for the animals in our community.

    Advocate for the welfare, protection, and rights of domestic animals by being a vigilant and compassionate voice, raising awareness, providing education, and advocating through factual dedication.
