The SCRAPS Budget Reality, they do not have a expense problem, they have a revenue problem. The expenses came down 10% from 2018 to 2022 and from 2019 to 2022 they have remained the same. Expenses have remained a constant with similar work across the last 5 years yet the revenues have substantially decreased.
