Bambi is a file that initially appears to present a clear and straightforward case. There is no bite report and her file is relatively short. However, complications arise when delving deeper into the details. Bambi was made available for adoption on 2/17/23, but her status was changed 5/16/23 without an indication of a behavioral issue occurring. Interestingly, on 5/12/23, it is noted that she was scheduled to be adopted that weekend, which coincidentally aligns with the day her adopters employment ceased at SCRAPS. (See pages 2-3)
After the adoption was blocked, staff provided updates on Bambi's personality and behavior, indicating she is not dangerous (pages 12-13).
After months of being available for adoption Director Ferrari states there are too many unknowns about her behavioral issues, but again, without any new issues in her behavior being noted. (See page 14)
Cooper is a file that requires a thorough examination. Pages 3-6 contain various notes from the staff, and it is crucial to pay close attention to several notes dated 11/10/2021 and 1/25/2022. However, reviewing all the notes and file/s will provide a better understanding of the inconsistencies we are addressing.
Another significant date to discuss is 8/9/2021, which includes a note that retroactively documents a previous adoption that lasted only one day before Cooper was returned. The adoption date recorded was 4/1/2019, but what is not mentioned is that he was neutered and adopted on the same day. Furthermore, he was brought home after surgery to a completely new environment and introduced to a dog he had never met before. Evidence supporting this can be found on pages, 3(dates 3/30/19-4/1/19), 14-15, 26,
The bite report in question lacks substantiating evidence, such as photographs, a victim statement, or any follow-up investigations to validate the owner's claims, see pages 16-18. It is important to acknowledge that in the context of bringing dogs to a shelter, people may sometimes provide false information. Some individuals may falsely claim that a dog has bitten to avoid fees or to avoid feeling judged by shelter staff. Conversely, others may lie and deny that a dog has bitten due to fears that the dog may be euthanized. These factors highlight the complexity and potential unreliability of such reports.

7.10 REPORTED DOG BITES/SCRATCHES
When a dog bite/scratch is reported, the responding APO must:
● Make all efforts to possible identify the offending dog.
● Verify the bite/scratch through witness statements/observations, medical reports, photographs, and the like.
● Photograph the bite/scratch injuries.
● Confirm whether the offending dog has been Rabies vaccinated, as required by state law.

Nezzy, previously known as Ozzie, was involved in a potential biting incident during the separation of a dog fight. The owners expressed their desire to have both dogs removed, indicating uncertainty regarding which dog was at fault. Please refer to pages 12-23, for more details and unsubstantiated bite report. Ultimately, they decided to surrender Nezzy because he was the newer addition to the family, while the other dog remained with them.
Furthermore, there are notable comments regarding Nezzy during playgroup and/or play yard on 8/7/2021, 5/3/2023, and 6/5/2023. For additional information, please see page 3.
It should be noted that, at the time these records were received, the only attempt made to transfer Nezzy to a rescue organization was through Fury Farms, page 39.
Page 40, in this record, you will find an email sent by an APO (Animal Protection Officer) to other staff members, including Director Ferrari. The purpose of the email is to emphasize the importance of including Nezzy's complete story. This includes highlighting the lack of evidence identifying him as the aggressor in the dog fight and providing accounts of multiple instances where Nezzy did not display aggression towards other dogs. The email urges everyone to ensure that these details are accurately documented and considered.
